CEBU, Philippines - A multi-billion transmission lines improvement project is expected to stabilize power supply in the Visayas grid.


The Cebu-Negros-Panay backbone project is one of our priority projects in the Visayas grid because it is unique due to the interconnecting islands. Stability will be drawn from the fact that the three islands are interconnected and the interconnection will stabilize the supply with Cebu as the load station.


NGCP is a privately-owned corporation in charge of operating, maintaining, and developing the country's power grids. It transmits high-voltage electricity through power superhighways that include the interconnected system of transmission lines and towers, substations and related assets. NGCP's regular maintenance activities, expansion and upgrading projects aim to enhance the reliability and quality of electricity delivered to grid-connected customers like generators, distributors and large industries.


Cebu, in particular, being the load center must draw power from other areas. The interconnection stabilizes the supply because in the event that any of the in-island sources fails, then you can easily import from other islands.


This increase in capacity will cause significant excess in generated power in the island, which is why there is a need for new transmission lines to export the excess power to other islands in the Visayas.


NGCP has already filed an application at the Energy Regulatory Commission (ERC) last April for the implementation of Stage 1 of the CNP 230kV backbone project, which has an estimated budget of P11 billion.


The approval for provisional authority, according to Alabanza, will give the transmission system operator the go-signal to implement Stage 1 of the interconnection project. This will entail expansion and line upgrade to ensure overall reliability of the Visayas grid.


The implementation of Stage 1 of the project involves three major components, particularly the installation of additional submarine cables in the Negros-Panay submarine cable interconnection, construction of overhead transmission lines, and expansion of Barotac Viejo Substation, E.B. Magalona Cable Terminal Station and Bacolod Substation.


Stage 2 of the project will extend the existing 230-kV transmission corridor from Compostela Substation in Cebu towards Panay through a combination of submarine cables and overhead transmission lines, which will pass through Negros Island.


Stage 3 of the project covers improvement of overhead transmission lines in Negros-Panay, Bacolod-San Carlos, and Negros-Cebu submarine cables.


CNP is one of the proposed major projects of NGCP, which is expected to be completed in 2021. Their other projects include Laoag-Bangui and Tuguegarao-Magapit Segments of the Northern Luzon 230 kV Backbone, Hermosa-Castillejos-Masinloc Line (part of Western Luzon) 500 kV Backbone, Antipolo EHV SS and Hermosa-San Jose 500 kV Line (part of Metro Manila 500 kV Backbone Loop), Batangas-Mindoro Interconnection, Leyte-Mindanao Interconnection and Mindanao Transmission Backbone  Energization to 230kV, which are all still subject for ERC approval.
